I attended a lecture of this man, Stephen Flynn–and I immediately noticed those words, "civilian national security force," as coming from this man.

This really hit me in a powerful way. I’ve actually been waiting for this issue to crop up because I had the lucky chance to hear the architect of this creepy plan speak on the campus of IU, Stephen Flynn (who works and writes for the Council on Foreign Relations). He is traveling the academic circuit promoting his ideas of modeling Homeland Security on the Federal Reserve, no joke!–because, in his view, "Congress is not capable of making the tough decisions necessary for protecting the homeland." Here is a quote from Stephen Flynn:

"The Bush administration has waged an aggressive war against terrorists abroad, but it has neglected to protect the homeland, even though Americans in the United States are the ones most vulnerable to future attacks. The government must do more to safeguard critical U.S. infrastructure and mobilize the American public to help. For starters, it should create a semi-independent federal agency tapping into private resources that would develop and enforce security standards." From:

The sneaky thing about this Stephen Flynn guy (who I believe is the architect for this semi-privatized Homeland Security plan)
is that he says all of the politically correct things; he is critical
of Bush and the "War on Terror." However, he compartmentalizes everything in the name of "efficiency."
